My newly acquired '99 C230 has squeaky brakes when stopping <5 mph only. They seem to function well otherwise. I might add that this car had been sitting inside for almost 4 years and has < 40,000 miles on it. Are the pads just hardened from age and if so, can they be roughened up or sanded to remove the glazing that I think may be the problem?

Roughing them up is quite common for the squeaking noise, and usually works well.
