Turn Signal Relay Location

I am the owner of a 1984 300SD and need to replace the turn signal and hazard light relay/flasher. Is it located behind the instrument panel? Can I access it without removing the instrument cluster by getting underneath?

no, this is not possible.you can only do it if you removes cluster.
