1999 E300 TD - AC FAN

I have a 1999 E300 turbodiesel; my ac fan will not start. It blows cold when driving at speed but the engine starts to overheat when sitting still or traveling at slow speeds. What would be the best way to identify the culprit with limited access to diagnostic tools?

With limited diagnostic tools, I would go to an independent MB mechanic or an AC shop. It could be the refrigerant charge, bad or failing AC compressor, or electrical. You could visually inspect for a worn belt, leaking around the AC hoses, leaks at the compressor, etc. but you’ll need other equipment to fix issues.
