I have a 1997 E320 and most of the time the needles on all the gauges point to zero. Sometimes they work fine. When they decide not to work, they never do until the next time you start it. I mean they don't come on and off as you are driving.

When they aren't working the speedo needle vibrates, and continues to vibrate for about 7 seconds after you turn the car off. It vibrates so much you can hear it (after the car is off.)

All the digital information in the instrument panel works fine.

The local Mercedes dealer said they have no idea and want $1,100 plus labor to replace the cluster.

Any ideas?

check out North Hollywood Speedometer. They are and authorized VDO distributor and may be able to help your cluster issues without resorting to replacement. I've sent a few clusters from Porsches to them to be repaired and they've always done a great job.
