If you're blowing a fuse any time it's being actuated, it is almost certain you have a short to ground somewhere in the circuit before the consumer. As the voltage is able to go straight to ground without encountering any resistance, the amperage goes way up and you are left with a blown fuse. The only way you are going to be able to correctly locate the short is by referencing a wiring diagram and doing some testing with a multi-meter. It is possible there may be some visual evidence somewhere in the circuit indicating the area of least resistance (the short), but depending solely on this for diagnosis is a shot in the dark.

As for the mirrors, which part do you need to remove, the glass, the cover or the entire assembly?
