These bulbs are
not Xenon lights. And they're politically incorrect by saying they're XENON. Sorry I feel very strongly about this because I seriously think they're mistaking a lot of people out there making them think they're XENON.
What are they? They're just ordinary halogen bulbs coated with a blue layer that filters the light coming out of the bulb making it looking blue, but in terms of increasing light intensity it does nothing, but indeed makes it worse.
I've personally tried using those "blue-out" bulbs in a variety of cars. All results make my visibility decreased in dark. There are things called HID kits, that allows the usage of HID ballasts and bulbs conventional halogen headlamp housings.
There are a variety of HID kits available on the market, costing around $300 to $500, depending on the combination of the ballast and bulbs. In the C230K sedan, I've installed it with Philips ballast and 5000K bulbs. The photo below shows the package utilized in the car:
Photo (from left to right) below tells you the difference between halogen (those so called "Xenon BULBS" you see on eBay would give you similar to what's on the left other than the fact it looks blue), 4300K and 5000K.

But in general, on halogen lamps, even you install a HID kit, at the end of the day while you compare it with a projector headlamp housing you can definitely notice a difference. The cut-off, brightness and sharpness of the light you get is different too.
