1986 300E:Starting in cool, damp weather

Hi y'all,

Wouldn't you know it? I pass along my top class 1986 300E(75K miles only), to my son and he has trouble starting it after it sits in his driveway for a while. When it is hot, after driving it, no problem. It starts with the first crank of the starter. But when it is damp out and standing for a while, it has to be cranked over for about 20 or 30 seconds or more to get it going. Anyone know what can be done? Temperature is currently ranging between 70-80 degrees F'.

Maybe it's related to the cold start valve, it injects some raw fuel into the intake manifold to aid cold starts. The amount of fuel depends on temperature, valve is controlled by the CIS-E module.
